DEPARTMENT MEMORANDUM CIRCULAR NO. 16-75
SUBJECT : Coverage of GSIS Field Offices
To enable the GSIS to better serve DAR employees, the GSIS and the DAR have agreed that, effective July 1, 1975, the DAR field offices will now be serviced by GSIS field offices as follows:

The Cashiers and the Accountants shall see to it that the premiums for life and retirement of employees are regularly remitted to the GSIS office concerned as indicated in the above listing.
To facilitate the transfer of records, list of employees in the area of coverage with their corresponding GSIS policy numbers shall be furnished the corresponding GSIS field office. For ready reference, the duplicate list should be submitted to the Personnel Division.
The Regional Directors are enjoined to coordinate with the Managers of GSIS Field Offices in their respective regions to insure smooth turnover of records.

MEMORANDUM to-
All Bureau Directors, Chiefs of Services, Division Chiefs, Regional Directors and District Officers
SUBJECT : PRESCRIBING THE WORK HOURS DURING THE SUMMER SEASON
To implement Memorandum Circular No. 812-A, Office of the President, dated March 19, 1975, prescribing the work hours during the summer season (April 1 to June 15, 1975), all Bureau Directors, Chiefs of Services, Division Chiefs, Regional Directors and District Officers shall divide their employees into three (3) groups, each group alternating in the enjoyment of a three-day weekend during the aforecited period.
The usual office hours, 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m. will be observed from Mondays through Fridays except that the group scheduled for a three-day weekend will work only from 7:00 a.m. to 12:30 p.m. on Fridays and 12:30 p.m. to 5:30 p.m. on Mondays.
The memorandum however, shall not apply to the offices within the City of Baguio and to the officers and employees engaged in field work.
Bureau Directors, Chiefs of Services, Division Chiefs and Heads of Units shall observe the regular office hours, 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m. from Mondays through Fridays.
Bureau Directors, Chiefs of Services, Division Chiefs and field supervisors shall immediately furnish the Personnel Division the three groupings of their respective subordinates that shall alternately enjoy the weekend schedule.

SUBJECT : PAYMENT OF LUMP SUM RETIREMENT BENEFIT
UNDER RA 660, AS AMENDED
The Government Service Insurance System wishes to assure all prospective government retirees that, contrary to an unfounded impression circulating around, there is no decree being prepared nor any measure whatsoever being contemplated to abolish the right of retirees to receive their first five years annuities in lump sum. The GSIS has always granted such lump sum benefits, and will continue to do so.
In fact, in response to instructions from the President, the GSIS is now formulating a new program to improve the retirement benefits to be granted to government retirees.
Under RA 660, as amended, where the benefit is payable by the GSIS, a member who retires at age 60 is entitled to a monthly pension guarantees for at least five years, the first three years of which are payable in lump sum upon retirement and the remaining balance of two years, also payable in lump sum upon reaching age 63 years. If age at date of retirement is at least 63 or more years, then the full five years lump sum benefit is immediately payable to the member upon retirement.
With respect to retirement gratuity under RA 1616, the GSIS adjudicates and approves an application therefor if it is properly endorsed by the Office concerned, and if the conditions for retirement are complied with.
Since the gratuity benefit is payable by the last employer, the GSIS merely advises said last employer by letter of the amount of gratuity payable to the retiree.
It will be appreciated if this circular can be given the widest publicity in your Office.
