PARC EXECUTIVE COMMITTEE RESOLUTION NO. SP-2010-04

RESOLUTION CONFIRMING AND APPROVING THE FINAL LAND ACQUISITION AND DISTRIBUTION (LAD) BALANCE OF THE DEPARTMENT OF AGRARIAN REFORM

WHEREAS, pursuant to RA 9700, the implementation of the Comprehensive Agrarian Reform Program (CARP) has been extended for five (5) years from 2009 until 2014, with an appropriation of Php150 billion to finance its program requirements covering LTI, PBD and AJD;    IcaHTA

WHEREAS, the DAR is mandated by law to establish an integrated CARP database in compliance in the RA 9700 and as a requirement to Congressional Oversight Committee on Agrarian Reform (COCAR) for immediate submission;

WHEREAS, pursuant to the requirements of RA 9700, there is an urgent need to update, review, revise, develop and integrate the CARP/DAR Databases covering the LTI, PBD and AJD Sectors;

WHEREAS, for the period September to December 2009, the DAR, through the Policy, Planning & External Affairs Office (PPEAO) and the Field Operations Office (FOO), conducted a series of Regional LAD Balance data cleansing/firming-up/workshop and consultation participated in by PARC Secretariat, Regional Directors, PAROs, PARCOMMs and COCAR;

WHEREAS, the consultation workshops conducted for purposes of: a) reconciling LAD Balance Report between December 2006 and December 2008; b) basis in formulating the CARP/DAR Master Plan for the five (5) year CARP Extension period; and c) integrating the FOO File 1 and ICS Database and maintain a single database on LAD Balance;

WHEREAS, the outputs generated from the consultations/workshops were duly signed as commitment by the PAROs, attested by respective PARCCOMs and noted by the concerned Regional and Central Office Officials;

WHEREAS, based on the result in the said consultations/workshops, the established LAD Balance of 1,281,003.8895 hectares (gross area) and 1,034,661.4563 hectares, (Net of Retention) summarized as follows:

WHEREAS, the DAR requested the PARC Executive Committee the approval and confirmation of the final LAD Balance of the DAR.  

           WHEREAS, the members of the PARC Executive Committee find merit in the subject requests and same has been approved.
