DAR MEMORANDUM CIRCULAR NO. 20-99
SUBJECT : General Guidelines on the Use of Stabilizer Materials in WB-ARCDP
This guidelines is hereby issued to set the terms and conditions pertinent to the application of soil stabilizer in the construction of farm-to-market roads in WB-ARCDP sub-projects as an option for the Local Government Units concerned.
In view of the recent advances in soil stabilizing technology and based on the demands from several Local Government Units, the application of varying kinds of soil stabilizers is now being explored as a more cost-effective alternative in the construction and rehabilitation of paved and unpaved rural roads. In the light of this development, the Department accordingly recognizes the merit to make as an option the upgrading of farm-to-market roads by Local Government Units through the application of soil stabilizers that would guarantee efficient and environmentally sound construction, rehabilitation and maintenance of farm-to-market roads in order to have a sustainable transportation system within the Agrarian Reform Communities.
To ensure that only quality farm-to-market roads are constructed, the use of soil stabilizer shall be allowed as an alternative method in the construction/rehabilitation of farm-to-market roads subject to the following:
1. The concerned LGU has officially requested for the incorporation of soil stabilizer in the proposed farm-to-market road project; and
2. The proposed farm-to-market road project proposed with soil stabilizer application is technically appropriate and economically feasible.
Further, it is made the policy of the Department to open to all soil stabilizer suppliers/manufacturer/proponents contracts involving construction/rehabilitation of Department-led farm-to-market road projects subject only to reasonable terms and conditions hereinafter set forth.
III. TERMS AND CONDITIONS
1. The stabilizer product must have at least one standard accreditation approval from any of the accredited testing laboratories in the Philippines and, for foreign-manufactured products, accreditation from the country of origin.
2. Proof of good performance in at least one (1) kilometer of road that has been operational for at least one (1) year with Average Daily Traffic of fifty to two hundred fifty (50-250) duly certified by an accredited testing center in the Philippines or by an accredited testing center in other countries where said stabilizer product has been used.
3. The Physical and chemical properties of the product must be classified as non-toxic, non-hazardous, non-flammable, non-carcinogenic, biodegradable and must meet existing pertinent environmental requirements and standards.
4. Precautionary and safety measures in handling the product must be clearly outlined in the material's packaging, as well as brochures, which must include the following:

v. Environmental Precautions
5. The product must be non-corrosive to vehicle underbodies and must not be a groundwater hazard.
6. It must be water-diluted to ensure uniformity in application and its binding agents non-volatile.
7. It must have secured all the necessary standard clearances required by the government.
8. It must be ISO registered/certified.
IV. WARRANTY ON STABILIZED ROAD BASE
1. The contractor shall guarantee the quality of the stabilized road base for at least one (1) year from the date of final acceptance of the project by the Local Government Unit concerned. TaHDAS
2. The contractor shall bear the cost of repair of any road base failure and shall repair/rework all roadway imperfections arising from the application of the soil stabilizer including sub-grade failure, aggregate loss, etc. at the soonest time possible not to exceed sixty (60) days from final determination of the failure.
V. GENERAL CONDITIONS
1. Local laboratory sampling and testing shall be conducted for portions of the project during actual construction to verify the quality and consistency of the stabilized soil as per Project design requirements prior to final acceptance of the project.
2. In the event that a soil stabilizer used in any given project has failed to produce the desired quality and effectiveness and has failed to meet the warranties, the Contractor shall be suspended from participating in succeeding projects and the soil stabilizer shall no longer be used until the failed portions of the project have been satisfactorily corrected within a period of time not to exceed sixty (60) days.
3. Recommended construction practices/methodologies of the product should be in accordance with sound engineering principles and procedures.
VI. SPECIAL CONDITIONS
1. The Department hereby makes this guidelines applicable to any and all soil stabilizer suppliers, manufacturers and/or proponents.
2. In the event that a foreign-sourced soil stabilizer proponent is chosen, provisions for technology transfer should be undertaken pursuant to existing laws and guidelines on the matter.
3. The Department hereby undertakes to fully inform the end user Local Government Units of the cost benefits to be derived from either using or not using soil stabilizer in their roads vis-a-vis the maintenance costs to be shouldered by them.
4. Periodic evaluation by DAR and duly recognized Engineer in the locality/project shall be conducted to validate the performance of the stabilized road within five (5) years after completion of sub-project.
VII. PERIODIC REVIEWS AND AMENDMENTS
This Guidelines shall be subject to periodic review and amendments as the need arises.
VIII. EFFECTIVITY AND REPEALING CLAUSE
This Guidelines shall be in full force and effect upon approval hereof by the Department Secretary. All office orders, memoranda and rules and regulations inconsistent herewith are hereby cancelled, revoked or modified accordingly.
