DAR MEMORANDUM CIRCULAR NO. 14-94

SUBJECT : Additional Measures to be Observed in
the Preparation of Collective Certificates
of Land Ownership Awards
(Collective CLOAs) Described in DAR
Administrative Order No. 3, Series of 1993
A. To ensure that only the names of identified and qualified Agrarian Reform Beneficiaries (ARBs) are listed in the Collective Certificates of Land Ownership Awards (Collective CLOAs), thereby preserving the integrity of CLOAs generated by the Department of Agrarian Reform (DAR), and subsequently registered with the Register of Deeds, the following procedure shall be observed: TCcDaE
1. All names of the ARBs, after the lead name which appear on the face of the Certificate of Title, shall be typewritten on the succeeding pages of the Title, with each name numbered consecutively, from "1" onwards.
2. After the last typewritten ARB's name, and immediately below the line, the words "NOTHING FOLLOWS" shall be typed.
B. If after the registration of the collective CLOA it is discovered that some additional names have been added without observing the legal procedure, then the proper exclusion proceedings shall be filed by the DAR official concerned before the Provincial Adjudicator (PARAD) of the province where the property is located.
C. The Provincial Agrarian Reform Officer (PARO) shall secure from the Register of Deeds a Certified photocopy of the CLOA for his/her official file.
Strict compliance is herewith enjoined.
This Circular takes effect immediately.
