SUBJECT    :     Suspension Of Issuance Of Land Use Conversion Clearances

In line with the President's directive dated December 28, 1998 to suspend the issuance of land conversion clearances, the following clarificatory guidelines are hereby promulgated:   DTIaHE

1.         Pending applications for land use conversion filed before the issuance of the suspension shall continue to be processed by the CLUPPI/RCLUPPI. However, the approval thereof shall be subject to prior clearance from the Office of the President until such time DAR issues the new/revised rules and regulations on land conversion not later than March 30, 1999.   ECDaAc

2.         The CLUPPI/RCLUPPI Secretariats shall not accept, immediately upon receipt of a copy of this Circular, new applications for land use conversion in the meantime that DAR is reviewing the guidelines and until such time the new/revised rules and regulations on land conversion are issued. Thereafter, new applications for land conversion may be accepted pursuant to the new/revised guidelines.

3.         The CLUPPI Executive Committee is hereby directed to expedite the review of the land conversion guidelines and to submit a revised draft to this Office not later than March 15, 1999 after due consultations with the concerned government agencies, the private sector, non-government organizations, farmers' associations, and other stakeholders.
